The McDowell force main project involved the installation of a new 18-inch water reclamation pipeline along McDowell Road from the Sarival Avenue intersection to the N. Bullard Avenue intersection. This pipeline conveys re-use water from the new Sarival WRF to our Sustainable Effluent to Aquifer Project (SEAP) and other re-use locations.

Project Spotlight: Sarival Water Reclamation Facility
To continue providing safe, reliable wastewater service to customers, Liberty completed construction of the Sarival Water Reclamation Facility (“Sarival WRF”) in Goodyear, Arizona. The Sarival WRF is able to treat 4 million gallons of wastewater per day (MGD), with room for a potential expansion that would increase treatment capacity to 8.2 MGD.
In addition to supporting the growth of the Litchfield Park and Goodyear communities, the Sarival WRF also helps support Liberty’s sustainability initiatives by increasing drought tolerance in the area.
Other Projects
At Liberty, our purpose is to sustain energy and water for life. Our Sustainable Effluent to Aquifer Project (SEAP) is currently comprised of four large (2.2 acres) basins. Liberty pumps A+ quality effluent water into each of the basins, where it seeps back into the ground, which is a natural water filter, eventually refilling the aquifer. This helps to protect and safeguard our communities’ potable water supply for future use. Liberty has increased the capacity of another basin to allow effluent to be introduced to the aquifer below by adding trenches and boreholes to increase the infiltration rate.
Marbella Well #2 has been drilled and the well site is under construction. This well will provide about 350 GPM of drinking water that will be treated at the Marbella Water Campus before being distributed to our system.
Well 19B has been drilled and the Well Site is under design. This well will provide about 800 GPM of drinking water that will be treated using a Reverse Osmosis facility before being distributed to our system.
Monument Point Well has been drilled and we are working on a land acquisition to expand the well site to provide enough room for a treatment facility. This well will provide about 600 GPM of drinking water that will be treated on site before being distributed to our system.
Variable Frequency Drives are electrical devices that improve pump energy efficiency at wells with the latest technology in controls. The upgrade increases motor life and delays the cost of replacement. In addition, Variable Frequency Drives will help facilitate consistent pressures throughout the system for customers.
By replacing meters that are more than 20 years old and installing IRT, the customer is able to retrieve data to help them identify leaks that may be occurring on their side. Replacing meters also helps provide customers with more accurate billing.
Pressure regulator valves are installed in place of manual valves to allow more automated flow from one zone to the other in the event of a power outage, thereby providing reliable water service to customers. This type of automation does not require the use of commercial power.
Valve replacements and additions provide for better system control and the ability to isolate certain areas during work to reduce the number of customers who may be impacted by a scheduled service interruption for maintenance.
Automated well monitoring will provide operators with critical information without the need to travel to the location. This increases the speed that problems are detected and resolved, improving overall system reliability.
Installation of air relief valves help eliminate air pockets within the water mains. This reduces frictional losses and allows water to flow to customers with greater efficiency (also reduces wear and tear on booster pumps, extending their mechanical life).
The Mission Units are installed at all 5 well sites which alert Liberty of any issues so that they can be addressed immediately.
Replacement of well pump/motors at Well 20B, Townwell Well #1, and Townwell booster station facilities due to declining performance. The replacement units are more efficient and will help increase service reliability.
Installation of twenty pressure transducers in key locations throughout the distribution system. This allows for real-time pressure monitoring to increase service reliability and resiliency.
The Palm Valley Equalization (EQ) basin was repaired due to Hydrogen Sulfide damage. This repair will extend the useful life of the basin and maintain wastewater service reliability for years to come.
The Palm Valley Ultra-Violet (UV) upgrade reliably disinfects the treated effluent produced by the Palm Valley Water Reclamation Facility. This upgrade will improve service reliability while maintaining a safe and reliable effluent product to protect the environment and provide a reliable product for irrigation and aquafer recharge.
